OUG - Article 50

(4) The maximum speed allowed outside built-up area for motor vehicles whose drivers have less than one year of driving practice or for persons who carry out practical training in order to obtain the driving license is 20 km/h lower than the maximum speed allowed for the category to which the driven motor vehicles belong.

 

Regulation - Article 147

6. to apply on the windshield and on the rear window of the motor vehicle, agricultural or forestry tractor the distinctive sign established for beginner motor vehicle drivers, if he has less than one year of experience from obtaining the driving license. (Point 6 was amended and updated on www.scoalarutiera.ro on 06-10-2021)

Regulation - Article 149

(1) The driver of a motor vehicle, agricultural or forestry tractor or tram with less than one year of experience from the date of obtaining the driving license has the obligation to apply the distinctive sign in the form of a yellow disc, with a diameter of 100 mm, which has in the center the exclamation mark, black in colour, with a length of 60 mm and the diameter of the dot of 10 mm, as follows: (The introductory part of Article 149 was amended and updated on www.scoalarutiera.ro on 06-10-2021)

a) on motor vehicles in categories AM, A1, A2 and A, in the rear part, next to the registration or record number, as the case may be;
b) on the other vehicles, on the rear window, in the lower left part and on the windshield, in the lower right part; (Letter b was amended and updated on www.scoalarutiera.ro on 06-10-2021)
c) on the vehicle which is not provided with a rear window, on the bodywork in the upper left rear part and on the windshield in the lower right part; (Letter c was amended and updated on www.scoalarutiera.ro on 06-10-2021)
d) on the tram, on the windshield in the lower right part and on the rear window of the last wagon in the upper left rear part;
e) on the vehicle towing a trailer, on the bodywork of the trailer in the upper left rear part and on the windshield of the vehicle in the lower right part. (Letter e was amended and updated on www.scoalarutiera.ro on 06-10-2021)

(2) The driver of the vehicle provided in paragraph (1) is prohibited:

a) to drive motor vehicles that transport dangerous goods or products;
b) to drive vehicles intended for testing or those for trials;
c) to drive vehicles intended for public transport of persons, including taxi service.

The driver of a motor vehicle, agricultural or forestry tractor or tram with less than one year of experience from the date of obtaining the driving license has the obligation to apply the distinctive sign in the form of a yellow disc, with a diameter of 100 mm, which has in the center the exclamation mark, black in colour, with a length of 60 mm and the diameter of the dot of 10 mm, as follows (art. 147 paragraph 6 and art. 149 paragraph 1 of the Regulation):

- on motor vehicles in categories AM, A1, A2 and A, in the rear part, next to the registration or record number, as the case may be;

The driver of a motor vehicle or tram with less than one year of experience from the date of obtaining the driving license is prohibited (art. 149 paragraph 2 of the Regulation):

  • to drive motor vehicles that transport dangerous goods or products;
  • to drive vehicles intended for testing or those for trials;
  • to drive vehicles intended for public transport of persons, including taxi service.

The maximum speed allowed outside built-up area for motor vehicles whose drivers have less than one year of driving practice or for persons who carry out practical training in order to obtain the driving license is 20 km/h lower than the maximum speed allowed for the category to which the driven motor vehicles belong (art. 50 paragraph 4 of OUG).
