Includes categories B, B1:

Category B:

  • the motor vehicle whose maximum authorised total mass does not exceed 3,500 kg and whose number of seats, excluding the driver, is not greater than 8;
  • the combination consisting of a towing motor vehicle in category B and a trailer whose maximum authorised total mass does not exceed 750 kg;
  • the combination of vehicles whose maximum authorised total mass does not exceed 4,250 kg, consisting of a towing motor vehicle in category B and a trailer whose maximum authorised total mass exceeds 750 kg (if the combination exceeds 3500 kg, it may be driven only if they prove that they have completed a training course within an authorised unit for training drivers of vehicles) (art. 24*1 paragraph 3 of OUG);
  • the minimum age 18 years completed.

Category B1:

  • quadricycles whose running order mass does not exceed 450 kg (600 kg for vehicles intended for the transport of goods) and which are equipped with an internal combustion engine whose maximum continuous net power does not exceed 15 kW or with an electric motor whose nominal power does not exceed 15 kW;
  • the minimum age 16 years completed.
Who can obtain the category B driving licence without taking the theoretical examination (“the hall”)

Law no. 240/2025, published in the Official Gazette and entering into force on 27 December 2025, introduces a limited exception from taking the theoretical test within the examination for obtaining the category B driving licence.

Specifically, persons who hold a category B1 driving licence, obtained at the age of 16 or 17 years, are exempted from taking the theoretical test for obtaining the category B driving licence, provided they have accumulated a minimum of one year of experience in driving a vehicle from category B1 and meet all the other conditions provided by law.
In these situations, obtaining the category B licence requires only passing the practical test (the driving route).

Additionally, the law introduces a distinct exception for persons who hold a category B driving licence at the date of entry into force of Law no. 240/2025.
Thus, if they can prove that they have attended the theoretical and practical courses for category A, they may obtain the category A or A2 licence without taking the theoretical examination, only passing the practical test being required, while complying with the other legal conditions.

LAW no. 240 of 23 December 2025 for completing Government Emergency Ordinance no. 195/2002 regarding traffic on public roads

1. At article 23, after paragraph (4^1) a new paragraph is introduced, paragraph (4^2), with the following content:
(4^2) By exception from the provisions of paragraph (4^1), persons who hold a category B1 driving licence, obtained at the age of 16 or 17 years, are exempted from taking the theoretical test for obtaining the category B driving licence, provided they have accumulated a minimum one-year experience in driving a vehicle from category B1 and have met the other conditions provided by law.

2. At article 24, after paragraph (1^1) two new paragraphs are introduced, paragraph (1^2) and (1^3), with the following content:

(1^3) Persons who hold the category B driving licence at the date of entry into force of Law no. 240/2025 for completing Government Emergency Ordinance no. 195/2002 regarding traffic on public roads and prove graduation of the theoretical and practical courses for category A and request obtaining category A or A2 are exempted from taking the theoretical test, passing the practical test and meeting the other conditions provided by law being required.
