Includes categories A, A1, A2, AM:

Category A:

  • motorcycles with or without sidecar and motor tricycles with engine power over 15 kW;
  • minimum age 20 years completed, if the person has at least 2 years of experience in driving motorcycles from category A2, or 24 years completed for motorcycles from category A.

​Category A2:

  • motorcycles with a maximum power of 35 kW, with a power/weight ratio not exceeding 0.2 kW/kg and which are not derived from a vehicle having more than double its power;
  • minimum age 18 years completed.

Category A1:

  • motorcycles with a maximum cylinder capacity of 125 cmc, with a maximum power of 11 kW and with a power/weight ratio of at most 0.1 kW/kg;
  • motor tricycles with a maximum power of 15 kW;
  • minimum age 16 years completed.

​Category AM:

  • mopeds whose maximum design speed is greater than 25 km/h, but does not exceed 45 km/h;
  • minimum age 16 years completed.
Who can obtain the category A2 or A driving licence without taking the theoretical exam (“the hall test”)

Law no. 240/2025, published in the Official Gazette and entered into force on 27 December 2025, introduces a limited exception from taking the theoretical test within the exam for obtaining the driving licence for categories A2 and A.

Specifically, persons who hold a category A1 driving licence for at least 2 years are exempted from taking the theoretical test to obtain the category A2 driving licence.

Also, persons who hold a category A2 driving licence for at least 2 years are exempted from taking the theoretical test to obtain the category A driving licence.

In these situations, obtaining the category A2, respectively A driving licence requires only passing the practical test (the route), with compliance with all other conditions provided by law.

Also, the law introduces a distinct exception for persons who hold a category B driving licence at the date of entry into force of Law no. 240/2025.
Thus, if they can prove that they have completed the theoretical and practical courses for category A, they may obtain the category A or A2 licence without taking the theoretical exam, requiring only passing the practical test, with compliance with the other legal conditions.

2. At article 24, after paragraph (1^1) two new paragraphs, paragraphs (1^2) and (1^3), are introduced, with the following content:
(1^2) Persons who have obtained the driving licence for category A1 and request obtaining category A2 or A are exempted from taking the theoretical test, provided that they have accumulated an experience of at least 2 years in driving a motorcycle from category A1 in the case of requesting category A2, respectively provided that they have accumulated an experience of at least 2 years in driving a motorcycle from category A2 in the case of requesting category A. The other conditions provided in this emergency ordinance remain applicable.

(1^3) Persons who hold the driving licence for category B at the date of entry into force of Law no. 240/2025 for the completion of the Government Emergency Ordinance no. 195/2002 regarding traffic on public roads and prove completion of the theoretical and practical courses for category A and request obtaining category A or A2 are exempted from taking the theoretical test, being required to pass the practical test and to meet the other conditions provided by law.
