Category BE:

  • the combination of vehicles whose maximum authorized total mass exceeds 4,250 kg, consisting of a towing motor vehicle from category B and a trailer or semi-trailer whose maximum authorized total mass does not exceed 3,500 kg;
  • minimum age 18 years completed;
  • must already have a licence for category B (the duration does not matter).

Category CE:

  • the combination of vehicles consisting of a towing motor vehicle from category C and a trailer or semi-trailer whose maximum authorized total mass is greater than 750 kg;
  • minimum age 21 years completed;
  • by exception, starting from February 2, 2023, according to paragraph (6) of article 20 of OUG 195/2002, category C can be obtained starting from the age of 18 years completed, but on the driving licence obtained through this age exception the national code 100 will be entered, which allows driving motor vehicles from this category only for the purpose of training and examination for obtaining the professional certificate CPI (you can find more information below on this page);
  • must already have a licence for category C (the duration does not matter).

Category DE:

  • the combination of vehicles consisting of a towing motor vehicle from category D and a trailer whose maximum authorized total mass is greater than 750 kg. The trailer must not be intended for the transport of persons;
  • minimum age 24 years completed;
  • by exception, starting from February 2, 2023, according to paragraph (6) of article 20 of OUG 195/2002, category D can be obtained starting from the age of 21 years completed, but on the driving licence obtained through this age exception the national code 100 will be entered, which allows driving motor vehicles from this category only for the purpose of training and examination for obtaining the professional certificate CPI (you can find more information below on this page);
  • must already have a licence for category D (the duration does not matter).

Category C1E:

  • the combination of vehicles consisting of a towing motor vehicle from category C1 and a trailer or semi-trailer whose maximum authorized total mass is greater than 750 kg, provided that the maximum authorized total mass of the combination does not exceed 12,000 kg;
  • the combinations of vehicles in which the towing vehicle belongs to category B and the trailer or semi-trailer has a maximum authorized total mass of over 3,500 kg, provided that the maximum authorized total mass of the combination does not exceed 12,000 kg
  • minimum age 18 years completed;
  • must already have a licence for category C1 (the duration does not matter).

Category D1E:

  • the combination of vehicles consisting of a towing motor vehicle from category D1 and a trailer whose maximum authorized total mass is greater than 750 kg. The trailer must not be intended for the transport of persons;
  • minimum age 21 years completed;
  • must already have a licence for category D1 (the duration does not matter).
Information regarding obtaining the Driving Licence for category C or CE at the age of 18.

Starting from February 2, 2023, through Law 385/2022, an exception was created from the minimum age from which the driving licence for categories C, CE can be obtained.

Until recently, those who want to obtain categories C or CE could do so only after reaching the age of 21 years. However, following legislative changes, applicable from February 2, 2023, they can do so starting from the age of 18 years. This change is treated as an exception from the general rule regarding the minimum age of 21 years, and on the driving licence obtained through this age exception the national code 100 will be entered, which allows driving motor vehicles from this category only for the purpose of training and examination for obtaining the professional certificate CPI (Professional Certificate for Freight Transport Drivers CPI).

In short, the procedure is as follows:

  • the courses of a driving school are followed in order to obtain the driving licence for category C or CE;
  • the exams for obtaining the driving licence for category C or CE are taken, and after passing the exams the driving licence on which the national code 100 is entered is issued;
  • given that the national code 100 is entered on the driving licence, it will be possible to drive only on the territory of Romania in the presence of the driving instructor during the practical course for obtaining the professional certificate CPI or in the presence of the examiner from ARR during the practical tests for obtaining the CPI certificate;
  • after obtaining the CPI certificate, the holder will present himself at the SPCRPCIV office with the professional certificate CPI issued by ARR in order to have another driving licence issued on which the national code 100 is no longer entered;
  • after the issuance of the new driving licence on which the national code 100 is no longer entered, motor vehicles from category C or CE can be driven without having the restriction of not travelling outside Romania.

The professional certificates CPI are issued by the Romanian Road Authority (ARR). You can study for obtaining the professional certificates from the application ARR Atestate or from the website www.arr-atestate.ro in the category Freight Transport Drivers CPI.
