OUG - Article 54

(1) The driver of a vehicle who performs a maneuver of changing the direction of travel, of exiting from a row of parked vehicles or of entering such a row, of moving to another traffic lane or of turning right or left or who is about to perform a U-turn or to move in reverse is obliged to signal in time and to make sure that he can do so without disturbing the traffic or endangering the safety of the other traffic participants.

(2) The signalling of the change of direction of travel must be maintained for the entire duration of the maneuver.

Regulation - Article 116

(1) The drivers of vehicles are obliged to signal the change of direction of travel, overtaking, stopping and starting off.

(2) The intention of the drivers of motor vehicles, agricultural or forestry tractors and trams to change the direction of travel, to exit from a row of parked vehicles or to enter such a row, to move to another traffic lane or to turn right or left, or of those who are about to perform a U-turn, overtaking or stopping is signalled by activating the direction indicators at least 50 m in the urban area and 100 m outside built-up areas before beginning the maneuvers. (1) Is prohibited moving in reverse with the vehicle:

a) in the cases provided in art. 126, except for letter d);

Is prohibited the U-turn of the vehicle:

a) in the places where the voluntary stopping of vehicles is prohibited, except for the cases provided in art. 142 letter f);

Is prohibited the voluntary stopping of vehicles:

a) in the action area of the sign "No stopping";
b) on level crossings with the current railway and at a distance less than 50 m before and after them;
c) on bridges, on and under uneven passages, as well as on viaducts;
d) in curves and in other places with visibility reduced under 50 m;
e) on pedestrian crossings or at less than 25 m before and after them;;
f) in intersections, including those with traffic in a roundabout, as well as in the preselection area where continuous markings are applied, and in their absence, at a distance less than 25 m from the corner of the intersection;
g) in the stations of public transport vehicles for persons, as well as at less than 25 m before and after them;
h) at the place of another vehicle stopped on the carriageway, if by this the movement of two vehicles coming from opposite directions is hindered, as well as at the continuous marking, if the drivers of the other vehicles coming in the same direction would be obliged, due to this, to pass over this marking;
i) at the place where visibility over a sign or luminous signal is obstructed;
j) on road sections where the signs with the meanings "Road narrowed", "Priority for traffic from opposite direction" or "Priority over traffic from opposite direction" are installed;
k) on mandatory pedestrian lanes or for pedestrians and bicycles or on lanes reserved for certain categories of vehicles, signalled as such;
l) on the platform of the industrial railway or tramway or at less than 50 m from them, if the movement of vehicles on rails could be hindered or obstructed;
m) on the carriageway of motorways, express roads and European national roads (E);
n) on the sidewalk, except for the situation in which the public road administrator has made arrangements that comply with the provisions of art. 144 paragraphs (2) and (3);
o) on bicycle lanes;
p) in the places where overtaking is prohibited.

Regulation - Article 120

(1) Is prohibited the overtaking of vehicles:

a) in intersections with unregulated traffic;
b) near the tops of hills, when visibility is reduced under 50 m;
c) in curves and in any other places where visibility is reduced under 50 m;
d) on uneven passages, on bridges, under bridges and in tunnels. As an exception, animal-drawn vehicles, motorcycles without sidecar, mopeds, bicycles and electric scooters may be overtaken in these places if visibility over the road is ensured for a distance greater than 20 m, and the width of the road is at least 7 m; (Letter d) of Paragraph (1) was amended and updated on www.scoalarutiera.ro at 06-10-2021)
e) on pedestrian crossings signalled by signs and markings;
f) on level crossings with the current railway and at less than 50 m before them;
g) at the station for the tram, when it is stopped, and the station is not provided with a refuge for pedestrians;
h) in the action area of the sign "No overtaking";
i) when for performing the maneuver the continuous marking, simple or double, which separates the directions of travel, is violated, and the motor vehicle travels, even partially, on the opposite direction, or the marking that delimits the no-go area is violated;
j) when from the opposite direction another vehicle is approaching, and its driver is obliged to perform maneuvers to avoid the collision;
k) on the road section where a queue of waiting vehicles has formed, if by this one enters the opposite direction of travel.

(2) Is prohibited the overtaking of the official convoy.

b) in the intersections in which the left turn is prohibited, as well as in those in which, for performing it, the maneuvering forward and reverse of the vehicle is necessary;
c) in the places where the solidity of the road does not allow it;
d) on one-way roads;
e) on the pedestrian marking;
f) in the places where the sign "No U-turn" is installed.

(2) In the places where moving in reverse is permitted, but visibility in the back is obstructed, the vehicle may be maneuvered in reverse only when its driver is directed by at least one person located outside the vehicle.

(3) The person who directs the maneuvering in reverse of a vehicle is obliged to make sure that the maneuver is performed without endangering the safety of the traffic participants.

(4) Moving in reverse with the motor vehicle must be signalled with the special light or lights with which the vehicle is equipped. It is recommended that motor vehicles also be equipped with audible devices for signalling this maneuver.

THE MANEUVERS THAT ARE PERFORMED ON THE PUBLIC ROAD

MOVING IN REVERSE

Moving in reverse is the maneuver of moving a vehicle backwards, against the normal direction of travel.

MOVING IN REVERSE IS PROHIBITED (art. 128 paragraph 1 of the Regulation):

- for a distance greater than 50 m;

moving in reverse is prohibited for more than 50 meters

- when exiting from properties adjacent to public roads (for example: courtyards, passageways, garages, etc.).

- moving in reverse is also prohibited in the cases in which the U-turn maneuver is prohibited, except for one-way roads. More precisely 4 cases of prohibited U-turn + 14 places of prohibited stopping + 8 places of prohibited overtaking. In the places where moving in reverse is permitted, but visibility in the back is obstructed, the vehicle may be maneuvered in reverse only when its driver is directed by at least one person located outside the vehicle (art. 128 paragraph 2 of the Regulation).

The person who directs the maneuvering in reverse of a vehicle is obliged to make sure that the maneuver is performed without endangering the safety of the traffic participants (art. 128 paragraph 3 of the Regulation).

Moving in reverse with the motor vehicle must be signalled with the special light or lights with which the vehicle is equipped. It is recommended that motor vehicles also be equipped with audible devices for signalling this maneuver (art. 128 paragraph 4 of the Regulation).

TO REMEMBER:

When the maneuver of moving in reverse is prohibited, this does not entail the prohibition of another maneuver.

The maneuver of moving in reverse is prohibited:

  • in all cases in which the U-turn maneuver is prohibited, but except for one-way roads;
  • in all places in which the maneuvers of overtaking and stopping are prohibited, but except for regulated intersections.
