5. motorway - the national road of high capacity and speed, specially signalled, reserved exclusively for the circulation of motor vehicles, with or without trailers, which does not serve the adjoining properties, provided with two one-way carriageways, separated by a median area or, exceptionally, by other means, except for some specially designated or temporary places, having at least two traffic lanes in each direction and the emergency lane, grade-separated intersections and limited accesses, entry and exit being allowed only through specially designated places;

(1) On motorways or on expressways is prohibited the circulation of pedestrians, of motor vehicles with oversized dimensions or exceeded masses, without special transport authorization issued by the administrator of the public road, according to the regulations in force, of vehicles with animal traction, of animals, of vehicles pulled or pushed by hand, of bicycles, electric scooters and mopeds, of agricultural or forestry tractors and of self-propelled machines for agricultural works, as well as of vehicles which, by construction or for other reasons, cannot exceed the speed of 50 km/h.
(2) Also, on motorways or on expressways are prohibited learning to drive a vehicle, tests of chassis prototypes and of motor vehicles, demonstrations, parades, advertising caravans, trainings and sports competitions of any kind, as well as processions.
(3) Is prohibited the circulation, stopping or waiting of motor vehicles on the emergency lane or shoulder, except for justified situations, as well as of motor vehicles with priority traffic regime.
(4) The circulation of motor vehicles intended for the public transport of persons or goods is carried out, as a rule, only on the marginal lane on the right side of the motorway or of the expressway, in the direction of travel.
(1) The drivers of motor vehicles who enter on motorways using the entry lane (acceleration lane) must give way to the motor vehicles which move on the first lane of the motorways and must not hinder in any way their circulation.
(2) The drivers of motor vehicles who are about to leave the motorway are obliged to signal in time and to move onto the exit lane (deceleration lane).
The circulation of motor vehicles intended for the transport of persons or goods is carried out on the lane on the right side of the motorway, except for the case in which overtaking is performed or the existing road signalling institutes another regulation for the use of the lanes.

The median area - the area that divides the two directions of travel.

Connection between the two carriageway parts - the area prohibited to traffic, used for the deviation of the circulation when repair works, modernizations, etc. are carried out.

The traffic lanes - the longitudinal subdivisions of the carriageway, materialized by road markings.

The emergency lane - the additional longitudinal subdivision, located at the extremity on the right side of the motorway, in the direction of travel, the circulation on this lane being prohibited.

The expressway is a road similar to the motorway, the major difference between them being the fact that the expressway does not have an emergency lane, the acceleration or deceleration lanes may sometimes be missing and the maximum allowed speed is 120 km/h, compared to the motorway where the maximum allowed speed is 130 km/h. In Romania at the moment there are very few Expressways completed.
On motorways and on expressways is prohibited the circulation (art. 74 para. 1 of OUG):
On motorways and on expressways are prohibited learning to drive a vehicle, tests of chassis prototypes and of motor vehicles, demonstrations, parades, advertising caravans, trainings and sports competitions of any kind, as well as processions (art. 74 para. 2 of OUG).
Is prohibited the circulation, stopping or waiting of motor vehicles on the emergency lane of the motorway or on the shoulder of the expressway, except for justified situations, as well as of motor vehicles with priority traffic regime (art. 74 para. 3 of OUG).



The circulation of motor vehicles intended for the transport of persons or goods is carried out on the lane on the right side of the motorway or of the expressway, in the direction of travel, except for the case in which overtaking is performed or the existing road signalling institutes another regulation for the use of the lanes (art. 74 para. 4 of OUG and art. 170 of the Regulation).

The drivers of motor vehicles who enter on motorways using the entry lane (acceleration lane) must give way to the motor vehicles which move on the first lane of the motorways and must not hinder in any way their circulation (art. 169 para. 1 of the Regulation).

The drivers of motor vehicles who are about to leave the motorway are obliged to signal in time and to move onto the exit lane (deceleration lane) (art. 169 para. 2 of the Regulation).
