The documents required for car registration in 2016

A series of changes in the process of registering a car appeared in 2016, the necessary documents being displayed on the website of the Bucharest Prefecture or at the headquarters of the Directorate for Driving Licenses and Vehicle Registration (DRPCIV). The most important changes concern the elimination of the need for RAR authenticity for cars registered in Romania or the payment of the tax by the seller for the current year.

The registration of a car cost in 2016, for the transcription of cars registered in Romania, between 100 and 180 lei (the price difference is given by the preference for the registration plates), without taking into account the RCA insurance, which has a different price depending on the age of the driver, the Bonus Malus Class and the engine. The cost for registering a car is twice as low this year as in 2015 because the certificate of authenticity issued by the Romanian Auto Registry (RAR), which in Bucharest costs 140 lei, is no longer required. If the car is brought from abroad, this document will also be necessary, and the price for registration will be around 400 lei.


Documents required for car registration 2016. What you must have in the file:
1. standard registration application (it is free and you can download it from the Internet or find it at DRPCIV);
2. the car registration form endorsed at the Directorate of Local Taxes and Duties of the sector signed by the former and the current owner, in the case of legal entities the company stamp is also needed (original);
3. the identity card of the vehicle (original and copy);
4. the registration certificate of the former owner in which he entered the transfer of ownership (the registration card - original). The ITP must be valid (periodic technical inspection);
5. the sales contract or the invoice (in original and copy);
6. the identity document of the applicant (original and copy);
7. the mandatory civil liability insurance (RCA) with the name of the new owner (copy);
8. the payment receipt of the registration fee (original - 60 lei);
9. proof of payment of the registration certificate fee (registration card - original - 37 lei);
10. proof of payment of the environmental stamp or a certificate showing the non-refund of the tax (original and copy);
11. the plates with the old registration number, if you want/need to change them;
12. the certificate of authenticity issued by the Romanian Auto Registry (original) - only for cars brought from abroad;
Steps and costs for car registration
When you buy a car, to quickly prepare the documents, you can meet the seller at the Directorate of Local Taxes and Duties (Local Administration) of the sector to which he belongs. Here you will find an office where you can prepare the documents: sales contract, registration form - which must contain the deregistration stamp by the seller based on the presentation of the sales contract with the new owner, the identity card of the vehicle and the identity document.

Once we have the sales contract concluded with the seller and the registration form stamped by the Directorate of Local Taxes and Duties of the seller, we also ask the seller to sign on the back of the registration card where it says: Alienated by .... on the date of ..., because without the seller's signature on the back of the registration card, the police officer will refuse the file.

After the seller has concluded the sales contract, handed us the registration form, the car card and the registration card, we can give him the money for the car.

If the car is bought from a company, we will first go to its headquarters to issue us the invoice, we no longer need a sales contract, we will ask for a signature and a stamp on the back of the registration card, and after that, together with a delegate of the company, we will go to the Directorate of Local Taxes and Duties to receive the endorsed registration form.

You must also ask the seller for a copy of the RCA insurance, to be able to drive the car for a few days until you register it in the name of the new owner. You can make RCA insurance for registration purposes on the day of buying the car and it will be valid starting from that very day (it is the only case in which the RCA is valid from the day you make it).

The next step is to go to the Directorate of Local Taxes and Duties where you have your domicile, to register the car and receive a stamp on the registration form. Here you can pay the registration fee (60 lei) – not to be confused with the environmental stamp - the car tax.

Starting this year, the buyer takes the car with the tax paid for the current year, the obligation to pay the tax belongs to him from January 1 of the following year.

Also from 2016, the fee of 37 lei for the issuance of the registration certificate (registration card) is no longer paid at CEC, but through internet banking, transfer or postal mandate to the single account opened by each Institution of the Prefect. Cash payment can be made at the cash desks of the State Treasury units and at DRPCIV.

The fee for the registration plates is paid to the police officer who receives your file at DRPCIV and costs 40 lei - sequential numbers or 85 lei for preferred numbers. If you are from the same city you can keep the numbers and you will no longer pay any tax. If you change them you must hand them over to the police officer together with the file. Find out here if the preferred registration number is available.

In the file with the documents required for registration you must also provide proof of payment of the environmental stamp (original and copy) or proof that the owner has not recovered the pollution tax for motor vehicles, the tax for pollutant emissions from motor vehicles or the environmental stamp for motor vehicles. This is issued by ANAF (National Agency for Fiscal Administration), the branch of the sector to which you belong.

Additional documents for cars brought from abroad

On the website of the Romanian Auto Registry you can make an online or telephone appointment to obtain the certificate of authenticity. For Bucharest there are two offices, in Colentina and on Calea Griviței. The issuance of this certificate, valid for 60 days, costs around 120 lei and lasts two hours. The appointment must be made as soon as possible because, sometimes, there are free spots after a week in certain periods of the year.

If the periodic technical inspection – ITP has expired, or the car was brought from abroad, you will have to pay another 100 lei.

For cars brought from abroad you must also put in the file the legalized translation (20-25 lei per page) of the invoice or the sales contract, as well as the car card.
