For answer  A 

When the plates with the registration or enrollment numbers are not compliant with the standard, the registration or enrollment certificate is retained and a replacement proof without the right of circulation is issued. Upon its retention, the traffic police officer also withdraws the plates with the registration or enrollment numbers.
