The drivers of motor vehicles, agricultural or forestry tractors and trams who drive in dense fog are obliged to use the low-beam headlights (short beam) together with the fog lights. In such a situation the obligation to use the high-beam headlights (long beam) is not imposed.
When it rains heavily, snows abundantly or in other conditions that reduce visibility on the road, the driver of the motor vehicle, agricultural or forestry tractor or tram is obliged to activate the low-beam headlights, whether driving during the day or at night.
Although the road legislation has been updated and at this moment it is mandatory when driving on all categories of public roads to drive with the low-beam headlights or the daytime running lights DRL activated, the answer to this question remains correct and consistent with the legislation.
To better understand this rule we give the following example: A driver of a motor vehicle drives during the day, in normal conditions, in which case he is obliged to activate either the low-beam headlights (that is the short beam), or the daytime running lights (DRL), as he considers, or he may even use both at the same time. However, when it rains heavily, snows abundantly or in other conditions that reduce visibility on the road, the option to choose to activate the daytime running lights (DRL) instead of the low-beam headlights (short beam) IS NOT valid anymore because the road legislation provides that in this case it is mandatory to use the low-beam headlights (short beam), no longer leaving the option to use the daytime running lights (DRL) instead of the low-beam headlights.

When the vehicle is immobilized on the carriageway outside built-up areas, its driver is obliged to use the position lights or the parking lights from dusk until dawn. In such a situation the obligation to use the low-beam headlights is not imposed.
