The drivers of motor vehicles are obliged to activate the dipped-beam headlights during the day in the following situations:

When the motor vehicle, the agricultural or forestry tractor or the tram is maneuvered backwards the driver of it does NOT have the obligation to activate the dipped‑beam headlights, but he has the obligation to use the reversing lights, which are positioned at the rear of the motor vehicle, these switch on automatically when engaging the gear lever in the reverse gear. The fitting of motor vehicles with audible devices for signalling this maneuver is recommended by the road regulation.

When driving in conditions that reduce visibility on the road, the drivers of motor vehicles, agricultural or forestry tractors and trams are obliged to use the dipped‑beam headlights, whether driving during the day or during the night.

Although the road legislation has been updated and at this moment it is mandatory that when driving on all categories of public roads one must drive with the dipped‑beam headlights or the daytime running lights DRL activated, the answer to this question remains correct and in accordance with the legislation.

To better understand this rule we give the following example: A driver of a motor vehicle drives during the day, in normal conditions, a situation in which he has the obligation to activate either the dipped‑beam headlights (that is the short beam), or the daytime running lights (DRL), as he considers, or he may even use both at the same time. But if he drives in conditions that reduce visibility on the road, the option of choosing to activate the daytime running lights (DRL) instead of the dipped‑beam headlights (short beam) is NO longer valid because the road legislation provides that in this case it is mandatory to use the dipped‑beam headlights (short beam), without leaving the option of using the daytime running lights (DRL) instead of the dipped‑beam headlights.

For answer  C 

The road legislation does NOT provide the obligation to activate the dipped‑beam headlights during the day on any category of road, only when driving outside built‑up area. But it provides the obligation that also during the day, on all categories of public roads the drivers of motor vehicles and agricultural or forestry tractors must use the dipped‑beam headlights or the daytime running lights.

Therefore, considering that the obligation is provided to use the dipped‑beam headlights or the daytime running lights on all categories of public roads, whether driving takes place on roads within or outside built‑up areas and given that the question refers only to the use of the dipped‑beam headlights, without mentioning also the option of using the daytime running lights, which represents a legal alternative, we conclude that answer C is incomplete.
