In addition to the obligation to stop at the signals of the traffic police officer, the road users are obliged to stop also at the signals of the traffic guides of the Ministry of Defence. The latter may perform, besides the stopping signals, also the following signals: the swinging of the arm in the vertical plane, with the palm of the hand oriented towards the ground or with a means of signalling, which means reducing the speed, as well as the brisk rotation of the arm, which means increasing the speed of movement of the vehicles, including hastening the crossing of the road by pedestrians. Failure to comply with their signals is sanctioned with a fine provided in the 2nd class of sanctions.
Stopping at the signals given by the drivers of ambulance vehicles or those of the city hall inspectors is not mandatory. In the case of the drivers of ambulance vehicles, this question does not refer to the special warning signals with blue light and sound, with which the vehicles belonging to the ambulance service are equipped.

(1) The stopping of road users is also mandatory at the signals given by:
a) the border police officers;
b) the traffic guides of the Ministry of Defence;
c) the railway agents, at level crossings;
d) the authorized personnel in the area of works on public roads;

(2) The persons provided in paragraph (1) letters a)-d) may also perform the following signals: (We draw attention that between letters “a)-d)” there is a hyphen. This hyphen replaces letters b) and c), which means that that paragraph refers to the letters from a) to d), including also b) and c))
a) the swinging of the arm in the vertical plane, with the palm of the hand oriented towards the ground or with a means of signalling, which means reducing the speed;
b) the brisk rotation of the arm, which means increasing the speed of movement of the vehicles, including hastening the crossing of the road by pedestrians.

(1) Constitute contraventions and are sanctioned with the fine provided in the 2nd class of sanctions the following acts committed by natural persons:
1. failure to comply with the signals of the border police officers at the state border crossing points of Romania, of the traffic guides of the Ministry of National Defence, of the fiscal bodies within the National Agency for Fiscal Administration, of the railway agents, of the persons designated for directing the traffic, on the road sections on which rehabilitation works are carried out, as well as those of the school traffic patrols and of the blind persons;
