When you turn left in an intersection at the green colour signal of the traffic light that is addressed to you, you are obliged to give priority of passage to the vehicles that move from the opposite direction, because they encounter, like you, the green colour signal of the traffic light, a situation in which the rule of right priority applies and you must give them priority of passage because during the left turn they come from your right side. Also, you are obliged to give priority of passage to the pedestrians who lawfully cross the street onto which you want to enter, when they are on your direction of travel.
The correct answer is: C
OUG* - Article 59
[...]
(2) In the intersections, the drivers of the vehicles that turn left are obliged to give priority of passage to the vehicles with which they intersect and which move from the right side.
(3) In the intersections with traffic directed by regulatory priority signs, the rule of right priority is respected only when two vehicles are about to meet, each entering the intersection from a road signalled with a sign having the same meaning of priority or of loss of priority.
[...]
Regulation** - Article 135
The driver of the vehicle is obliged to give priority of passage also in the following situations:
[...]
h) to the pedestrian who crosses the public road through a specially designated place, marked and properly signalled or at the green colour of the traffic light intended for him, when he is on the direction of travel of the vehicle.
* OUG = GOVERNMENT EMERGENCY ORDINANCE no. 195 of December 12, 2002 updated (Road Traffic Code)
** Regulation = REGULATION for the implementation of OUG 195/2002 updated (The Road Traffic Code Regulation)
