Transporting the victims to the hospital can be carried out with an ambulance specially equipped for this purpose, usually accompanied by a doctor. It does not constitute an offense to leave the accident scene when the driver of the vehicle, in the absence of other means of transport, transports the injured persons himself to the nearest medical unit able to provide the necessary medical assistance and at which he will declare his personal identification data and the registration or record number of the driven vehicle, the driver of this having the obligation to return immediately to the accident scene.
In the case of the very serious injury of a person in a traffic accident you are obliged to notify immediately the police, to not modify or erase the traces of the accident and to not leave the scene of the act. And after these, as a first measure, first aid must be provided to this person, until the ambulance arrives.
Criminal Code*** - Article 338
(1) Leaving the accident scene, without the approval of the police or of the prosecutor who carries out the investigation of the scene of the act, by the driver of the vehicle or by the driving instructor, during the training process, or by the examiner of the competent authority, during the performance of the practical tests of the exam for obtaining the driving license, involved in a traffic accident, is punished with imprisonment from 2 to 7 years.

(3) It does not constitute an offense to leave the accident scene when:

b) the driver of the vehicle, in the absence of other means of transport, transports the injured persons himself to the nearest medical unit able to provide the necessary medical assistance and at which he declared his personal identification data and the registration or record number of the driven vehicle, recorded in a special register, if he returns immediately to the accident scene;

OUG* - Article 77
(1) The driver of a vehicle involved in a traffic accident as a result of which the death or injury of a person occurred is obliged to take measures for the immediate notification of the police, to not modify or erase the traces of the accident and to not leave the scene of the act.
(2) Any person who is involved or has knowledge of the occurrence of a traffic accident as a result of which the death or injury of one or more persons occurred, as well as in the situation in which a vehicle transporting dangerous goods is involved in the event, is obliged to notify immediately the police and to call the national single emergency number 112, existing in the telephone networks in Romania.
