In addition to the obligation to stop at the signals of the traffic police officer, the participants in traffic are obliged to stop immediately also at the signals addressed for this purpose by the border police officers. The latter may perform, in addition to the stop signals, also the following signals: the swinging of the arm in a vertical plane, with the palm of the hand facing the ground or with a means of signalling, which signifies the reduction of speed, as well as the brisk rotation of the arm, which signifies the increase of the speed of movement of the vehicles, including the speeding up of the crossing of the road by pedestrians. Failure to comply with these signals is sanctioned with a fine provided in class II of sanctions..

The road legislation does not provide the obligation to stop at the signals addressed by the community police officers. Since 2010 the term “community police” no longer exists in the normative acts in force. At this moment the term found in the normative acts in force is “local police”.

The road legislation does not provide that the authorized personnel within the examination service may address stop signals. Therefore, they cannot address stop signals to the drivers of vehicles.

(2) The participants in traffic are obliged to respect also the signals of the border police officers, of the traffic guides of the Ministry of National Defence, of the personnel of the mobile teams within the Romanian Customs Authority, as well as of the fiscal bodies within the National Agency for Fiscal Administration, fulfilling their service duties, of the railway agents, of the persons designated for directing the traffic on the road sectors on which rehabilitation works are carried out, of the members of the school traffic patrols who act in the immediate vicinity of the educational units, as well as of the blind persons, according to the provisions of the regulation.

(1) The stopping of the participants in traffic is mandatory also at the signals given by:
a) the border police officers;

EMERGENCY ORDINANCE no. 104 of June 27, 2001 regarding the organization and functioning of the Romanian Border Police - Article 2

Within the meaning of this emergency ordinance, the expressions below have the following meanings:
a) area of competence:
1. the surface of the national territory constituted from the border area, the surface and buildings of the airports and ports located inside the country, open to international traffic, the inner Danube, the Măcin branch, the maritime Danube, the Danube - Black Sea Canal, the Sulina Canal located outside the border area, the inland maritime waters and the territorial sea, as well as the contiguous area and the exclusive economic zone of Romania, in which the Romanian Border Police performs its duties provided by law;
2. the entire surface of the national territory, only for fulfilling the duties regarding the prevention and combating of illegal migration;

1. the failure to comply with the signals of the border police officers in the border crossing points of the Romanian state, of the traffic guides of the Ministry of National Defence, of the fiscal bodies within the National Agency for Fiscal Administration, of the railway agents, of the persons designated for directing the traffic, on the road sectors on which rehabilitation works are carried out, as well as those of the school traffic patrols and of the blind persons;
