For answer  A

The road legislation does not provide that when, at night time, the road is not illuminated you change the road light (high beam) with the meeting light (low beam).

For answer  B

The road legislation does not provide that when you drive at night time in the urban area, on a road with several lanes per direction, you change the road light (high beam) with the meeting light (low beam)

For answer  C

During the night, when approaching another vehicle that moves from the opposite direction, you are obliged that from the distance of at least 200 meters to use the meeting lights (low beam), simultaneously with reducing the speed. Thus, if you have in operation the road light (high beam), you have the obligation to change it with the meeting light (low beam).
