For answer  B 

Is prohibited the putting into circulation of a vehicle, registered or recorded, when the registration or recording certificate is retained, and the validity of its replacement proof . However, in answer B it is specified that the registration certificate is retained, and the replacement proof is still valid. Therefore, answer B cannot be correct.


For answer  C 

Is prohibited the putting into circulation of a vehicle, registered or recorded, when its driver did NOT present the registration or recording document at the time of finding the act for which this emergency ordinance provides the retention of the registration or recording certificate.

For example, if you have committed an act for which the registration or recording certificate is retained, even if you do not present (hand over) this certificate to the traffic police officer so that he can retain the document, it is still prohibited the putting into circulation of that vehicle, and the replacement proof is no longer issued. In this case, if for that act the replacement proof had to be issued with 15 days of right to circulation, you can no longer benefit from the 15 days during which you could have driven the vehicle based on the replacement proof, because it is no longer issued.
