Road legislation provides the measure of retention both for the driving licence and for the registration or record certificate.
The registration certificate of a vehicle will be retained by the traffic police officer if the motor vehicle or the trailer driven on public roads presents technical defects that endanger traffic safety, among which are also major or dangerous deficiencies in the braking system or in the steering mechanism.
