In case of loss, theft or deterioration of the driving licence you must contact the issuing unit, where you must declare the loss the theft or the deterioration of it, the issuing unit then issuing you either a duplicate of the driving licence or a new driving licence with a new administrative validity. For the issuance of a driving licence with a new administrative validity the performance of the medical examination is mandatory.

(5^1) In case of loss, theft or deterioration of the driving licence or of the modification of any data entered in it, the competent authorities issue, as appropriate, a duplicate whose validity cannot exceed the administrative validity of the replaced document or another driving licence.
(5^2) The issuance of a new driving licence with a new administrative validity is carried out only after the performance of the medical examination provided in art. 22.
(5^3) In the cases provided in paragraph (5^1) and (5^2), the issuance of the respective driving licences is carried out without taking a new examination, at the request of the persons who have their domicile or residence in Romania within the meaning of art. 23^1 paragraph (2) or who prove that they are studying in Romania for at least 6 months and who hold a driving licence issued by the competent Romanian authorities, under the conditions established by order of the minister of internal affairs, which is published in the Official Gazette of Romania, Part I.
(5^4) At the request of the holder of the driving licence, the competent authority issues, for the situations provided in paragraph (5^1) and (5^2), a temporary replacement proof of it, valid until the issuance of the driving licence, but no more than 30 days.
