The driver of a vehicle traveling in the border area has the obligation to stop the vehicle immediately at the lawful signals of the border police officers located in the area of competence. The obligation of the driver of the vehicle to stop at the signals of the border police officers is valid also outside the border area.
Wherever you may be, not only in the border area, you have the obligation to respect the maximum speed allowed on the road section on which you drive and for the category to which the driven vehicle belongs, as well as the one required by the means of signalling. In addition, in this answer it is not specified whether it is about the maximum speed limit or the mandatory minimum speed.
If you were driving at night, you would have the obligation to use either the low beam lights or the high beam lights, depending on the level of illumination of the public road. If you were driving during the day, you would have the obligation to use the low beam lights or the daytime running lights “DRL”, as you consider.
Considering that it is not specified whether driving is during the day or night, a clear obligation cannot be distinguished, but in no case can we say that you must drive with the low beam on because you are in the border area, because this obligation is not provided in the road legislation.
More information about the obligation to drive also during the day with the low beam lights or with the daytime running lights on can be found here - The obligation to use the low beam lights or DRL lights during the day.
