When you encounter motor vehicles with priority traffic regime which have in operation the special red light warning means and the sound ones, you are obliged to stop immediately the motor vehicle on the shoulder or, in its absence, as close as possible to the edge of the road or the curb of the sidewalk, in the direction of travel. After they pass you can continue your movement.
We must know that these motor vehicles with priority traffic regime are allowed to use the light warning signals without being accompanied by the sound ones, depending on the nature of the mission or on the traffic conditions, situation in which the respective motor vehicle does not have priority traffic regime.
