The drivers of the vehicles moving from the opposite direction do not have the obligation to reduce the speed or to facilitate in any way the overtaking maneuver that you perform. Therefore, even if the driver of the vehicle moving from the opposite direction has good intentions and tries to facilitate the maneuver, you cannot rely only on that. You must respect the legal provisions regarding the overtaking maneuver (see the explanation for answer B for more details).
You are prohibited from overtaking when another vehicle is approaching from the opposite direction, and its driver is obliged to perform maneuvers to avoid the collision. These situations are created when performing the overtaking maneuver requires entering the opposite lane of travel. If on your lane there is sufficient space so that for performing the maneuver you do not enter the opposite lane of travel, the vehicle from the opposite direction is not obliged to perform maneuvers to avoid the collision, and the overtaking maneuver is allowed.
Even if the one overtaking considers that the lateral space is sufficient, it is possible that the one driving the vehicle coming from the opposite direction does not consider the same or is positioned towards the axis of the road and is forced to perform maneuvers to avoid the collision, in which case the overtaking maneuver is prohibited. The sufficient lateral space is not the only condition for the overtaking to be performed. Overtaking is allowed when all the conditions are met for the maneuver to be in compliance with the regulations and to be performed in safety conditions for all road users. Therefore, answer C cannot be considered correct.
