When in the intersection there also circulate trams, and the space between the right rail and the sidewalk does not allow circulation on two or more rows, all the drivers of vehicles, regardless of the direction they want to go, including those who want to turn left in the intersection, will circulate only on a single row, thus leaving free the route of the tram.
In this situation the red car has not positioned correctly because it is on the tramway, not leaving its route free. The blue car has positioned properly for changing the direction of travel to the left. Moreover, in the picture of the question it can be seen that the red car has partially entered on the opposite direction, a thing which is prohibited.

Regulation** - Article 107
(1) At the intersections provided with signs and/or with markings for signalling the direction of travel, the drivers of vehicles must move into position on the lanes corresponding to the intended direction of travel at least 50 m before the intersection and are obliged to respect the meaning of the signs and markings.

(2) At the intersections without markings for delimiting the lanes, the drivers of the vehicles occupy in motion, at least 50 m before the intersection, the following positions:
a) the row next to the curb or shoulder, those who want to change the direction of travel to the right;
b) the row next to the axis of the road or next to the marking separating the directions, those who want to change the direction of travel to the left. When the circulation takes place on one-way roads, the drivers of vehicles who intend to turn left are obliged to occupy the row next to the curb or the shoulder on the left side;
c) either of the rows, those who want to go straight ahead.
