Question 385 of 554

In which of the following situations is the driver of the vehicle obliged to drive at a speed not exceeding 30 km/h in the urban area or 50 km/h outside the urban area?

A in the action area of the “Children” sign between 7:00 - 16:00;
B when passing through intersections where traffic is controlled;
C at unsignalized pedestrian crossings, signalled with signs and markings, when the public road has at most one lane per direction, and the pedestrians on the sidewalk, in the immediate vicinity of the carriageway, intend to start crossing.

Explanation

For answer A

In the action area of the “Children” sign you are obliged to drive at a speed not exceeding 30 km/h in the urban area or 50 km/h outside the urban area between 7:00 - 22:00. But in answer A the time interval 7:00 - 16:00 is specified, which is incorrect.

The “Children” sign warns you that you are about to encounter a place frequented by children, such as schools, kindergartens, playgrounds, parks, etc. It is indicated to increase attention in order to be able to stop safely if children unexpectedly appear on the carriageway.

For answer B

The traffic legislation imposes that the driver of the vehicle who passes through an intersection with uncontrolled traffic is obliged to drive at a speed not exceeding 30 km/h in the urban area or 50 km/h outside the urban area and to give way to vehicles coming from the right. But in answer B intersections with controlled traffic are specified, for which this speed obligation does not exist.

For answer C

At unsignalized pedestrian crossings, signalled with signs and markings, when the public road has a single traffic lane for each direction, proceed as follows:

  • when there are no pedestrians near the pedestrian crossing, you will drive with increased attention without having the obligation to reduce the driving speed;
  • when pedestrians are in the immediate vicinity of the pedestrian crossing who intend to start crossing, you are obliged to drive at a speed not exceeding 30 km/h in the urban area or 50 km/h outside the urban area, in order to be able to stop safely if you must give priority to the pedestrians;
  • when the pedestrians start crossing the road, besides the obligation to drive at a speed not exceeding 30 km/h in the urban area or 50 km/h outside the urban area, you also have the obligation to give priority to the pedestrians when they are on your direction of travel.

It must be noted that the traffic legislation imposes this obligation to drive at a speed not exceeding 30 km/h in the urban area or 50 km/h outside the urban area if the pedestrian crossing which is unsignalized, signalled with signs and markings, is on a road with a single traffic lane per direction, and the pedestrians on the sidewalk, in the immediate vicinity of the carriageway, intend to start crossing. When the road has two or more traffic lanes per direction, this obligation regarding the driving speed no longer applies, regardless of whether there are pedestrians in the immediate vicinity of the pedestrian crossing who intend to start crossing, but the obligation to give priority to pedestrians remains when they are on your direction of travel.

More information about the obligations of the driver of the vehicle at the pedestrian crossing, depending on its type and the number of lanes per direction, can be found in the Audio-Video lesson “Chapter 4 part 2 - The pedestrian crossing and the obligations of pedestrians” from step 1 on Școala Rutieră.
