For answer  A 

The road traffic legislation does not limit the use of low‑beam lights during the day only to the motorway and outside built‑up areas. On the contrary, it obliges motor‑vehicle drivers to use the low‑beam lights or the daytime running lights on all categories of public roads, including in the urban area, this obligation being detailed in the explanation of answer B. Therefore, answer A is wrong, because it erroneously restricts the applicability of the obligation only to the motorway and outside built‑up areas.


For answer  B 

The drivers of motor vehicles and agricultural or forestry tractors are obliged to use also during the day the low‑beam lights (dipped beam) or the daytime running lights “DRL”, when they drive on public roads. This obligation shall be respected regardless of the category of public road on which they drive.

We draw attention that this rule is valid only during the day, not during the night. To understand this rule better we give the following example:

A driver of a motor vehicle who drives during the day, in normal conditions, is obliged to activate either the low‑beam lights (that is, dipped beam), or the daytime running lights (DRL), as he considers, or he may even use both at the same time. But if he drives during the night, regardless whether the road is illuminated or not, the option to choose to activate the daytime running lights (DRL) instead of the low‑beam lights (dipped beam) is NO longer valid and he is obliged to use the low‑beam lights (dipped beam) or the high‑beam lights, depending on the degree of illumination of the public road on which he drives.

For answer  C 

The road traffic legislation provides the obligation to use the low‑beam lights during the day only on public roads. Forest roads are NOT considered public roads, but roads of private utility, according to OG no. 43/1997 regarding the regime of roads, art. 3 letter b) (found above). Therefore, the obligation to use the low‑beam lights during the day does not apply on these roads, which do not fall into the category of public roads.


The correct answer is: B
