The traffic legislation does not prohibit performing the maneuver of overtaking a tram on the left side, but it establishes certain rules that must be respected when performing this maneuver. See the explanations for answers B and C.
The maneuver of overtaking a tram, both on the left side and on the right side, is prohibited if it is stopped in a station that is NOT provided with a refuge for pedestrians. Therefore, answer B is not correct.
Trams are overtaken, as a rule, on the right side. However, trams in motion may be overtaken also on the left side, when between the right rail and the edge of the sidewalk there is not enough space for performing the maneuver or when the road is one-way. Therefore, a tram in motion may be overtaken on the left side when between the right rail and the curb there is not enough space for overtaking.
The correct answer is: C
The traffic legislation does not provide anything in this regard.
Regulation** - Article 120
(1) Is prohibited the overtaking of vehicles:
[...]
g) at the tram station, when it is stopped, and the station is not provided with a refuge for pedestrians;

[...]
(4) When the tram is stopped in a station without a refuge for pedestrians, the vehicles must stop in the order of arrival, behind it, and resume their movement only after the tram doors have been closed and they have made sure that they do not endanger the safety of the pedestrians engaged in crossing the public road.
OUG* - Article 45
[...]
(5) Overtaking is performed only on the left side of the vehicle being overtaken. The tram or the vehicle whose driver has signalled the intention and has positioned accordingly to leave the direction of travel to the left is overtaken on the right side.
(6) The tram in motion may be overtaken also on the left side when the road is one-way or when between the right rail and the edge of the sidewalk there is not enough space.
