We must distinguish between the following two situations that we encounter in the questions from the questionnaires:

In the case of this question, considering that it is about a vehicle that moves from the opposite direction, at night, you are obliged that from a distance of at least 200 meters from it you use the meeting lights, simultaneously with the reduction of the travel speed.
If at that moment you move with the driving lights (high beam) in operation, you must change them with the meeting lights (low beam), so as not to disturb those in front, simultaneously with the reduction of the travel speed.
If at that moment you move having in operation, instead of the meeting lights, the daytime running lights (DRL), you must turn on the meeting lights (low beam), simultaneously with the reduction of the travel speed.
