The driver of a vehicle that circulates in the border area is obliged to stop the vehicle immediately at the lawful signals of the border police officers located in the area of competence. The obligation of the driver of a vehicle to stop at the signals of the border police officers is valid also outside the border area.
Wherever you may be, not only in the border area, you are obliged to respect the maximum speed admitted on the road section on which you circulate and for the category to which the driven vehicle belongs, as well as the one required by the means of signalling. In addition, in this answer it is not specified whether it is about the maximum speed limit or the mandatory minimum speed.
If you were driving at night, you would have the obligation to use either the low beam lights (also called short beam) or the high beam lights (also called long beam), depending on the degree of illumination of the public road. If you were driving during the day, you would have the obligation to use the low beam lights (short beam) or the daytime running lights “DRL”, as you consider.
Considering that it is not specified whether driving is during the day or at night, a clear obligation cannot be distinguished, but in no case can we say that you must drive with the low beam functioning because you are in the border area, because this obligation is not provided in the road legislation.
More information about the obligation to drive also during the day with the low beam or with the daytime running lights functioning can be found here - Obligation to use the low beam (short beam) or DRL lights during the day.
