Art. 147.
The driver of the motor vehicle or tram is obliged:
1. To have with him the identity document, the driving licence, the registration or recording certificate and, as the case may be, the professional certificate, as well as the other documents provided by the legislation in force.
2. To drive only on the road sections on which access is permitted to him and to respect the rules regarding the maximum authorised and admitted total masses and/or the maximum dimensions admitted by the competent authority for the driven motor vehicles.
3. To check the functioning of the lighting and signalling system, of the air conditioning system, to keep constantly clean the windshield, the rear window and the side windows of the motor vehicle, as well as the plates with the registration or recording number of the motor vehicle and the trailer.
4. To allow the control of the technical condition of the vehicle, as well as of the transported goods, under the conditions of the law.
5. To present himself at the periodic medical examination, according to the law;
6. To apply on the windshield and on the rear window of the motor vehicle the distinctive sign established for beginner drivers of motor vehicles, if he has less than one year of experience from obtaining the driving licence.
Art. 10.
(1) The circulation on public roads of vehicles that do not correspond from a technical point of view, of those whose validity term of the periodic technical inspection has expired, as well as of those not insured for civil liability for damages caused to third parties by traffic accidents, is prohibited.
(2) The finding of the technical defects of the vehicles is done by the traffic police, and the verification of the technical condition of the vehicles in traffic on public roads is done by the traffic police, together with the institutions empowered by law.
