The driver of a vehicle driving in the border area is obliged to stop the vehicle immediately at the regulatory signals of the border police officers located in the area of competence. The obligation of the driver of a vehicle to stop at the signals of the border police officers is also valid outside the border area.
Wherever you may be, not only in the border area, you have the obligation to respect the maximum speed allowed on the road section on which you are driving and for the category to which the driven vehicle belongs, as well as the one required through the means of signalling. In addition, in this answer it is not specified whether it is the maximum speed limit or the minimum mandatory speed.
If you were driving at night, you would have the obligation to use either the low beam lights (also called short beam) or the high beam lights (also called long beam), depending on the degree of lighting of the public road. If you were driving during the day, you would have the obligation to use the low beam lights (short beam) or the daytime running lights “DRL”, as you consider.
Considering that it is not specified whether driving is during the day or at night, a clear obligation cannot be distinguished, but in no case can we say that you must drive with the low beam on because you are in the border area, because this obligation is not provided in the traffic legislation.
More information about the obligation to drive also during the day with the low beam lights or with the daytime running lights on can be found here - Obligation to use the low beam lights (short beam) or the DRL lights during the day.
