Art. 72.
(1) Pedestrians are obliged to move only on the sidewalk, and in its absence, on the shoulder on the left side of the road, in their direction of travel. When the shoulder is also missing, pedestrians are obliged to move as close as possible to the edge on the left side of the carriageway, in their direction of travel.
(2) Pedestrians have priority of passage over the drivers of vehicles only when they are engaged in crossing public roads through specially designated places, marked and signalled accordingly, or at the green colour of the traffic light intended for pedestrians.
(3) The crossing of the public road by pedestrians is done perpendicular to its axis, only through the specially designated places and signalled accordingly, and in their absence, in the urban area, at the corner of the street, only after they have made sure that they can do it without danger for themselves and for the other participants in traffic.
(4) Pedestrians caught and injured as a result of crossing through forbidden places, at the red colour of the traffic light intended for them, or of not respecting other obligations established by the road norms bear the entire responsibility of their injury, provided that the driver of the respective vehicle has respected the legal provisions regarding the movement through that sector.
(5) Are assimilated to pedestrians the persons who drive a wheelchair of special construction, those who drive vehicles intended exclusively for pulling or pushing by hand, as well as those who move on skates or devices with rollers.
(6) Are exempted from respecting the rules established for pedestrians the traffic police officer and the persons who are on the platform of the public road and are authorized, in exercising their service duties, to guide or to direct the road traffic, under the conditions established by the regulation.
(7) It is prohibited the occupation of sidewalks with immobilized vehicles, and when this is permitted, according to the signs or markings, the minimum width of the sidewalk left at the disposal of pedestrians must be at least one meter.
Regulation for the implementation of OUG no.195/2002:
Art. 142. –
Is prohibited the voluntary stopping of vehicles:
a) in the action area of the sign “No stopping”;
b) on level crossings with the current railway and at a distance less than 50 m before and after them;
c) on bridges, on and under uneven passages, as well as on viaducts;
d) in curves and in other places with visibility reduced under 50 m;
e) on pedestrian crossings or at less than 25 m before and after them;
f) in intersections, including those with roundabout traffic, as well as in the preseletion area where continuous markings are applied, and in their absence, at a distance less than 25 m from the corner of the intersection;
g) in public passenger transport stations, as well as at less than 25 m before and after them;
h) at the place of another vehicle stopped on the carriageway, if through this the movement of two vehicles coming from opposite directions is hindered, as well as at the place of the continuous marking, in the case in which the drivers of the other vehicles that move in the same direction would be obliged, because of this, to pass over this marking;
i) at the place where the visibility over a sign or luminous signal is impeded;
j) on road sectors where the signs with the meaning “Narrow road”, “Priority for traffic from opposite direction” or “Priority over traffic from opposite direction” are installed;
k) on compulsory lanes for pedestrians and/or cyclists or on lanes reserved for certain categories of vehicles, signalled as such;
l) on the platform of the industrial railway or tramway or at less than 50 m from them, if the movement of vehicles on rails could be hindered or blocked;
m) on the carriageway of motorways, express roads and national European roads (E);
n) on the sidewalk, if a space of at least 1 m for the movement of pedestrians is not ensured;
o) on bicycle lanes;
p) in the places where overtaking is prohibited.
