On the roads where works are carried out on the carriageway, persons may be designated/authorized for directing the traffic on that road sector, in which case you are obliged to respect the signals they address to you. Failure to respect their signals is sanctioned with a fine provided in the 2nd class of sanctions.
The signal through the brisk rotation of the arm, carried out by the authorized personnel in the area of works on public roads, obliges you to increase the speed of movement. This signal must be respected by all traffic participants.
The authorized personnel in the area of works on public roads may carry out only three types of signals: stopping signals, speed reduction signals and speed increase signals.

(1) The stopping of traffic participants is mandatory also at the signals given by:
a) border police officers;
b) traffic guides of the Ministry of Defence;
c) railway agents, at level crossings;

a) swinging the arm in the vertical plane, with the palm oriented towards the ground or with a means of signalling, which signifies speed reduction;
b) the brisk rotation of the arm, which signifies the increase of the speed of movement of the vehicles, including hastening the crossing of the road by pedestrians.

1. failure to respect the signals of border police officers at the crossing points of the state border of Romania, of the traffic guides of the Ministry of National Defence, of the fiscal bodies within the National Agency for Fiscal Administration, of the railway agents, of the persons designated for directing the traffic, on the road sectors where rehabilitation works are carried out, as well as those of the school traffic patrols and of the blind persons;
