By aggressive behaviour of the driver on public roads is understood performing one of the following maneuvers:

A Driving the moped or motorcycle without wearing the protective helmet;
B Moving backwards with the vehicle for the purpose of intimidating the other road users who are traveling behind it;
C The intentional execution of a controlled skid of the vehicle for the purpose of turning or rotating it.

For answer  A 

It is prohibited driving the moped or motorcycle without wearing the protective helmet. Failure to comply with this obligation is NOT considered to be aggressive behaviour. Failure by the drivers of motorcycles or mopeds to comply with the obligation to wear, during travel on public roads, the approved protective helmet is sanctioned with the fine provided in class I of sanctions and with the application of 2 penalty points.


For answers  B  and  C 

It is prohibited adopting aggressive behaviour in driving them on public roads. Moving backwards with the vehicle for the purpose of intimidating the other road users who are traveling behind it, as well as the intentional execution of a controlled skid of the vehicle for the purpose of turning or rotating it are considered to be aggressive behaviour, performing these maneuvers on public roads being prohibited.

Adopting aggressive behaviour in driving vehicles on public roads is sanctioned contraventionally, as follows:

  • if by adopting aggressive behaviour a traffic accident occurred resulting in the damaging of a vehicle or other material damages (meaning a road accident without victims), the fine provided in class III of sanctions is applied and the suspension of the driving right for a period of 60 days;
  • if by adopting aggressive behaviour NO traffic accident occurred, the fine provided in class II of sanctions is applied and the suspension of the driving right for a period of 30 days.
