C In the situation in which the driver of the vehicle did not present the registration or recording document at the moment of establishing the act for which the law provides the retention of the registration or recording certificate.

For answer  A 

Is prohibited the putting into circulation of a vehicle, registered or recorded, which does NOT have mounted plates with the registration or recording number assigned by the competent authority. However, in answer A it is specified that the vehicle has mounted plates with registration or recording numbers assigned by the competent authority. Therefore, answer A cannot be correct.


For answer  B 

Is prohibited the putting into circulation of a vehicle, registered or recorded, in the case in which the registration or recording certificate is retained, and the validity of its replacement proof . However, in answer B it is specified that the registration certificate is retained, and the replacement proof is within the validity period. Therefore, answer B cannot be correct.


For answer  C 

Is prohibited the putting into circulation of a vehicle, registered or recorded, when its driver did NOT present the registration or recording document at the moment of establishing the act for which this emergency ordinance provides the retention of the registration or recording certificate.

For example, if you have committed an act for which the retention of the registration or recording certificate is applied, even if you do not present (hand over) to the traffic police officer this certificate for the officer to make the retention of the document, still is prohibited the putting into circulation of that vehicle, and the replacement proof of it is no longer issued. In this case, if for that act the replacement proof had to be issued with the right of circulation for 15 days, you can no longer benefit from the 15 days in which you could have circulated with the vehicle on the basis of the replacement proof, because it is no longer issued.


The correct answer is: C
