This sign is an information one and is addressed to the drivers of vehicles.
When encountering it you do not have the obligation to stop in the situation in which there are no pedestrians in the area. The stopping and the giving priority is obligatory only when there are pedestrians engaged in crossing on your direction of travel.
The sign is called “Pedestrian crossing” and is installed near a pedestrian crossing where you will give priority to the pedestrians who cross the public road in compliance with the regulations. On pedestrian crossings is prohibited the overtaking maneuver. ATTENTION! Is prohibited the overtaking of all vehicles, even the overtaking of bicycles.
The road legislation does not provide anything in this regard.
Regulation** - Article 135
The driver of a vehicle is obliged to give priority also in the following situations:

h) to the pedestrian who crosses the public road, through a specially designated place, marked and signalled accordingly or at the green colour of the traffic light intended for him, when he is on the direction of travel of the vehicle.
