The drivers of the vehicles moving from the opposite direction have no obligation to reduce the speed or to facilitate in any way the overtaking maneuver that you are performing. Therefore, even if the driver of the vehicle moving from the opposite direction has good intentions and tries to facilitate the maneuver, you cannot rely only on that. You must respect the legal provisions regarding the overtaking maneuver (see the explanation of answer B for more details).
You are prohibited from overtaking when another vehicle is approaching from the opposite direction, and its driver is obliged to perform maneuvers to avoid the collision. These situations occur when for the overtaking maneuver it is necessary to enter the opposite direction of travel. If on your lane there is enough space so that for performing the maneuver you do not enter the opposite direction of travel, the vehicle from the opposite direction is not obliged to perform maneuvers to avoid the collision, and the overtaking maneuver is permitted.
Even if the one overtaking considers that the lateral space is sufficient, it is possible that the one driving the vehicle coming from the opposite direction does not consider the same or is positioned toward the axis of the road and is forced to perform maneuvers to avoid the collision, in which case the overtaking maneuver is prohibited. Sufficient lateral space is not the only condition for overtaking to be performed. Overtaking is permitted when all conditions are met so that the maneuver is compliant with the traffic rules and can be performed safely for all road users. Therefore, answer C cannot be considered correct.
