On roads subject to speed restrictions and on roads with a single traffic lane for each direction the U-turn is permitted, but on the condition that the road signalling in that place does not prohibit this maneuver.

We draw attention that in answer B it is about roads with two-way traffic but with a single lane on each traffic direction. It is not about one-way roads.

For answer  C 

The U-turn of vehicles is permitted in intersections, including those with roundabout traffic. However, the U-turn of the vehicle is not permitted in the intersections in which the left turn is prohibited or in the intersections in which the maneuvering of the vehicle forward and backward is necessary.
