In the situation in which you want to enter an intersection controlled by signs or by the signals of the traffic lights, but because of traffic congestion you risk remaining immobilized, hindering or preventing the traffic flow, you are prohibited from entering that intersection, even if you have priority granted by a priority sign or by the green colour of the traffic light.
