The road legislation does not provide that officers or non-commissioned officers of the Romanian Gendarmerie can address stop signals. Therefore, they cannot address stop signals to the drivers of vehicles.
The road legislation does not stipulate the obligation to stop at the signals addressed by community police officers. Since 2010 the term “community police” no longer exists in the normative acts in force. At this moment the term found in the normative acts in force is “local police”.
In addition to the obligation to stop at the signals of the traffic police officer, the participants in traffic are obliged to stop immediately also at the signals addressed in this sense by the railway agents, at level crossings. The latter can perform, besides the stop signals, also the following signals: the balancing of the arm in the vertical plane, with the palm of the hand oriented towards the ground or with a means of signalling, which signifies the reduction of speed, as well as the brisk rotation of the arm, which signifies the increase of the speed of movement of the vehicles, including the hastening of the crossing of the road by pedestrians. The non-observance of these signals is sanctioned with fine provided in class II of sanctions.
