In the case of this contravention the driving licence is returned after the expiration of the suspension period and the passing of the test of knowledge of the traffic rules. The failure to use the seat belt while driving is not sanctioned with the suspension of the exercise of the right to drive, in which case, in the absence of a suspension, the return of the driving licence makes no sense. For the non-compliance with the obligation to wear, during circulation on public roads, the seat belt, the contravention fine provided in the second class and 2 penalty points are applied.
The road legislation does not provide anything about the sanctioning of the excessive use of the windshield wipers.
