The meanings of the signals of the traffic police officers shall be respected with priority over the meaning of road signalling and over all the other traffic rules.

The arm of the traffic police officer raised vertically means “Attention, stop!” for all road users who are approaching, regardless of the direction from which they are travelling. If, at the moment of performing the signal, there are drivers of vehicles who would no longer be able to stop in safety conditions, they are exempted from the obligation to stop (see Figure 1).

When this signal is performed in an intersection, it also means “Attention, stop!” for all road users who are approaching, regardless of the direction from which they are travelling, but if, at the moment of performing the signal, there are drivers of vehicles who are already engaged in crossing the intersection, they are exempted from the obligation to stop. We take as an example the situation in the adjacent image (Figure 2) in which the driver of the van and the driver of the bicycle are already engaged in crossing the intersection at the moment when the traffic police officer performs this signal with the arm raised vertically and they do not have the obligation to stop, unlike all the other road users who have this obligation.

This signal is a preliminary signal, after it is performed, wait for the traffic police officer to address another signal, an indication or an order to you, such as the signal that allows you to continue moving.

It must be remembered that this signal is addressed to all road users, not only to the drivers of motor vehicles. The meaning of this signal must be respected even by the drivers of bicycles and electric scooters, or by pedestrians.
