Art. 147. – The driver of the motor vehicle or tram is obliged:
1. To have with him the identity document, the driving license, the registration or recording certificate and, as the case may be, the professional certificate, as well as the other documents provided by the legislation in force.
2. To drive only on the road sectors on which access is allowed to him and to respect the norms regarding the total maximum authorized and admitted masses and/or maximum dimensions admitted by the competent authority for the driven motor vehicles.
3. To check the functioning of the lighting and signalling system, of the air conditioning system, to permanently keep clean the windshield, the rear window and the side windows of the motor vehicle, as well as the plates with the registration or recording number of the motor vehicle and the trailer.
4. To allow the control of the technical condition of the vehicle, as well as of the transported goods, under the conditions of the law.
5. To present himself at the periodic medical check, according to the law;
6. To apply on the windshield and on the rear window of the motor vehicle the distinctive sign established for beginner motor vehicle drivers, if he has an experience of less than one year from obtaining the driving license.
Art. 149.
(1) The driver of the motor vehicle or tram with an experience of less than one year from the date of obtaining the driving license is obliged to apply the distinctive sign in the form of a yellow disc, with the diameter of 100 mm, which has in the center the exclamation mark, of black colour, with the length of 60 mm and the diameter of the point of 10 mm, as follows:
a) at the motorcycle, on the back next to the registration number;
b) at the motor vehicle, on the windshield in the lower right part and on the rear window, in the lower left part;
c) at the motor vehicle which is not provided with a rear window, on the windshield in the lower right part and on the bodywork, in the upper left back part;
d) at the tram, on the windshield in the lower right part and on the rear window of the last wagon, in the upper left back part;
e) at the motor vehicle which tows a trailer, on the windshield of the motor vehicle in the lower right part and on the bodywork of the trailer, in the upper left back part.
(2) It is prohibited to the driver of the vehicle provided in paragraph (1):
a) to drive motor vehicles which transport dangerous goods or products;
b) to drive vehicles intended for testing or those for samples;
c) to drive vehicles intended for public passenger transport, including in taxi regime.
Art. 44.
(1) In the traffic on public roads the drivers of vehicles may use, under the conditions provided by the regulation, the sound and light warning means with which they are equipped and approved.
(2) In the traffic on motorways, on express roads and European national roads (E) the drivers of motor vehicles are obliged to use also during the day the low beam lights.
(3) The drivers of motorcycles and mopeds are obliged to use the low beam lights throughout the whole duration of their movement on public roads.
(4) In the traffic on public roads is prohibited the possession in plain sight, mounting and using the special sound and light warning means on and in other motor vehicles than those provided in art.32 paragraph (2), as well as the possession, mounting or using on motor vehicles of the systems which disturb the good functioning of the traffic surveillance devices.
(5) The drivers of motor vehicles may be warned by the traffic police officer regarding the presence in traffic of the speed measuring devices, through the mass-media or warning panels. The drivers of motor vehicles may use their own means of detecting the speed measuring devices.
