The driver of a motorcycle, just like all the other participants in traffic, is obliged to stop at the signals addressed by blind persons, by raising the white cane, when they cross the street.
Stopping is NOT mandatory when approaching an intersection or at the signal of the leader of the pedestrian column, stopping is mandatory at the signals of the members of the school traffic patrols, at the pedestrian crossings near educational institutions.
Therefore the correct answer is: B

Art. 89.
(1) The stopping of the participants in traffic is mandatory also at the signals given by:
     a) border police officers;
     b) the traffic instructors of the Ministry of Defence;
     c) the railway agents, at level crossings;
     d) the authorized personnel in the area of works on public roads;
     e) the members of the school traffic patrols, at the pedestrian crossings near educational institutions;
     f) blind persons, by raising the white cane, when they cross the street.
(2) The persons provided in paragraph (1) letter a) – d) can also make the following signals:
     a) the swinging of the arm in the vertical plane, with the palm of the hand oriented towards the ground or with a means of signalling, which signifies the reduction of speed;
     b) the brisk rotation of the arm, which signifies the increase of the speed of movement of the vehicles, including the speeding up of the crossing of the road by pedestrians;
 
Art. 90. – The persons provided in art. 88 paragraph (1) and art. 89 paragraph (1) letters a)- e), who direct the traffic must be equipped and placed so that they can be easily observed and recognized by the participants in traffic.
