OUG = EMERGENCY ORDINANCE no. 195 of December 12, 2002 (Road Code)
Regulation = REGULATION for the implementation of OUG 195/2002 (Road Code Regulation)
(4) In the intersections with roundabout, signalled as such, the vehicles that move inside them have priority over those that are about to enter the intersection.
(1) The vehicle that moves on a public road on which one of the signs having the meaning: "Priority road", "Intersection with a non-priority road" or "Priority over oncoming traffic" is installed has the right of way.
If you cannot/do not want to watch the AUDIO-VIDEO version of the course, you can read the text version illustrated with images.

The right of way is divided into two categories:
The right of way granted through signs is when certain signs are established, which, if we encounter them, we have the right of way, and other signs, which, if we encounter them, we do not have the right of way.
This type of priority is granted through regulatory priority signs, the vehicles that encounter them have or lose priority, depending on the signs encountered.
The signs that grant the right of way to those who encounter them are:

* When the priority road changes its direction of travel in an intersection, it is mandatory to confirm the priority road by installing under each sign, both under the priority ones and under the priority-giving ones, additional panels that show the direction of the priority road.

It applies on the narrowed road sectors, where two vehicles cannot pass one another, regardless of the nature of the narrowing, whether it is permanent (for example on bridges) or temporary (for example in the road works area). The regulation is made by installing at the ends of the narrowed road sector the signs: “Priority over oncoming traffic” and “Priority for oncoming traffic”.

* If under the sign “Priority for oncoming traffic” we encounter the additional panel “Category of motor vehicles that must respect the meaning of the sign” and the vehicle we are driving does not belong to that category, we are not obliged to give the right of way.

In the intersections with roundabout, signalled as such, the vehicles that move inside them have priority over those that are about to enter the intersection (art. 57 paragraph 4 of the OUG).
