OUG = EMERGENCY ORDINANCE no. 195 of December 12, 2002 (Road Traffic Code)
Regulation = REGULATION for the implementation of OUG 195/2002 (Road Traffic Code Regulation)
(1) The special light warning signals are emitted intermittently by the lighting devices mounted on motor vehicles and have the following meanings:
a) the red light obliges the road users to stop in the direction of travel as close as possible to the edge of the road;
b) the blue light obliges the road users to give priority;
c) the yellow light obliges the road users to drive with attention.
(2) Are authorized to use special light warning signals:
a) for the red light - the motor vehicles belonging to the police and firefighters;
b) for the blue light - the motor vehicles belonging to the police, the gendarmerie, the border police, the Romanian Customs Authority, the National Agency for Fiscal Administration, the ambulance service or forensic medicine, civil protection, the public Salvamont and Salvaspeo services organized by the county councils and the local councils, the Ministry of National Defense which accompany military columns, the special units of the Romanian Intelligence Service and of the Protection and Guard Service, the National Administration of Penitentiaries within the Ministry of Justice, as well as the service motor vehicles of the prosecutors of the Public Ministry, when they move in intervention actions or in missions which have emergency character; (Letter b) of Paragraph (2) was modified and updated on www.scoalarutiera.ro on 06-01-2023)
c) for the yellow light - the motor vehicles with exceeded masses and/or overall dimensions or which accompany such vehicles, those which transport certain dangerous goods or substances, those intended for the maintenance, repair or verification of some works carried out in the carriageway or the execution of some road works, the street cleaning, snow removal or towing motor vehicles, the transport and repair of the motor vehicles which remained broken down or damaged, as well as the tractors which tow the agricultural and technological machinery with exceeded overall dimensions.
(3) The motor vehicles provided in paragraph (2) letters a) and b) must be equipped also with special sound warning means.
(4) On the motor vehicles belonging to the police and on those provided in paragraph (2) letter c) may also be installed light devices with variable messages, intended for the road users.
(4^1) On the motor vehicles of the Romanian Customs Authority, as well as of the National Agency for Fiscal Administration, visibly inscribed with the name and the logo of the institution they belong to, may be installed light devices with variable messages, which can be used for stopping in traffic the motor vehicles for the purpose of exercising the specific control attributions, according to the law. (1) The drivers of vehicles are obliged to stop immediately, on the hard shoulder or, in its absence, as close as possible to the edge of the road or the curb of the sidewalk, in the direction of travel, at the approach and at the passing of the motor vehicles with priority traffic regime which have in operation the special red colour light and sound warning means.
(2) The drivers of vehicles are obliged to reduce speed, to drive as close as possible to the edge of the road in the direction of travel and to give priority at the passing of the motor vehicles with priority traffic regime which have in operation the special blue colour light and sound warning means.
(3) In the situations provided in paragraphs (1) and (2), the pedestrians are prohibited the crossing and the circulation on the carriageway until the passing of the respective vehicles.
(1) Have priority traffic regime only the motor vehicles provided at art. 32 paragraph (2) letters a) and b), when they move in intervention actions or in missions which have emergency character. To have priority, these motor vehicles must have in operation the light and sound signals.
(2) The drivers of the motor vehicles belonging to the institutions provided at art. 32 paragraph (2) letters a) and b) may break the legal speed limit or other traffic rules, except those which regulate the level crossing with the current railway, when they move in intervention actions or in missions which have emergency character.
(3) When on the public road the traffic is directed by a traffic police officer, the drivers of the motor vehicles provided in paragraph (1) must respect the signals, the indications and the orders of this one.
(1) The signals of the special warning means, light and sound, are used by the drivers of the motor vehicles provided at art. 32 paragraph (2) letters a) and b) from the Emergency Ordinance of the Government no. 195/2002, republished, with subsequent modifications and completions, only if the intervention or the mission imposes emergency.
(2) The signals of the light warning means may also be used without being accompanied by the sound ones, depending on the nature of the mission or on the traffic conditions, situation in which the respective motor vehicle does not have priority traffic regime.
(3) Is prohibited the use of the signals of the sound warning means separately from the light ones.
The driver of a vehicle who approaches the entrance of an intersection, simultaneously with a motor vehicle with priority traffic regime which has in operation the light and sound signals, has the obligation to give it priority.

A. THE RED LIGHT, which obliges the road users to stop in the direction of travel as close as possible to the edge of the road.
This can be used by the motor vehicles:

The drivers of vehicles are obliged to stop immediately, on the hard shoulder or, in its absence, as close as possible to the edge of the road or the curb of the sidewalk, in the direction of travel, at the approach and at the passing of the motor vehicles with priority traffic regime which have in operation the special red colour light and sound warning means (art. 37 paragraph 1 from OUG). And the pedestrians are prohibited the crossing and the circulation on the carriageway until the passing of the respective vehicles (art. 37 paragraph 3 from OUG).


B. THE BLUE LIGHT, which obliges the road users to give priority.
This can be used, when they move in intervention actions or in missions which have emergency character, by the motor vehicles belonging to:
The drivers of vehicles are obliged to reduce speed, to drive as close as possible to the edge of the road in the direction of travel and to give priority at the passing of the motor vehicles with priority traffic regime which have in operation the special blue colour light and sound warning means (art. 37 paragraph 2 from OUG). And the pedestrians are prohibited the crossing and the circulation on the carriageway until the passing of the respective vehicles (art. 37 paragraph 3 from OUG).

C. THE YELLOW LIGHT, which obliges the road users to drive with attention:
This can be used by:
On the motor vehicles belonging to the police, the Romanian Customs Authority, the National Agency for Fiscal Administration and on those which use the yellow light may also be installed light devices with variable messages, intended for the road users (art. 32 paragraph 4 from OUG and art. 32 paragraph 4*1 from OUG).

The motor vehicles which use “the red or blue light” must be equipped also with special sound warning means and to have priority, these motor vehicles must have in operation both the light and the sound signals. These are allowed to use the light signals without being accompanied by the sound ones, depending on the nature of the mission or on the traffic conditions, situation in which the respective motor vehicle does not have priority traffic regime. But the inverse situation, to use only the sound signals, without being accompanied by the light ones, is prohibited to them. (art. 32 paragraph 3 from OUG and art. 61 paragraph 1 from OUG and art. 91 paragraph 2 from Regulation and art. 91 paragraph 3 from Regulation).
The drivers of the motor vehicles which use “the red or blue light” and move in intervention actions or in missions which have emergency character may break the legal speed limit or other traffic rules, except for the rules which regulate the level crossing with the current railway, where they must conform to the traffic rules. These are obliged to respect also the signals, the indications and the orders of the traffic police officer who directs the traffic. (art. 61 paragraph 2 from OUG and art. 61 paragraph 3 from OUG).
