Chapter I - Obligations in case of an accident with victims and the components of the first aid medical kit
First aid comprises all the measures that are applied immediately in the event of a medical emergency until the arrival of the emergency service or until the intervention of a specialist doctor.
It is important to know how to provide first aid so that the persons who need help have more chances of recovery or survival.
Before providing first aid, make sure that you do not expose yourself to unnecessary risks. Check whether it is safe to approach the victim and whether there are no immediate dangers (for example, heavy traffic, fire, dangerous chemical substances, etc.). While you provide first aid, do not expose yourself to major risks. If the situation becomes too dangerous, withdraw and wait for specialized help.
The driver who finds the existence of an accident resulting in victims has the following obligations:
to stop immediately at the place of the accident;
to remove curious persons;
to use the first aid kit;
to ask for help from the persons around (if they are at the scene, a qualified person is preferable);
to free the victim;
to position the victim depending on the injuries he or she presents;
to remove clothing items (belts, ties, suspenders, corsets) that could obstruct or hinder normal breathing and blood circulation;
to establish the priorities for providing first aid (cardio-respiratory arrest, hemorrhage, fractures);
to treat wounds and burns, if necessary;
to avoid unnecessary maneuvers that could worsen the condition of the victim;
to call immediately the nearest sanitary unit;
to ensure the transport of the victim to the hospital;
to monitor during transport the respiratory and cardiac function of the victim as well as the stopping of existing hemorrhages;
to communicate to the medical staff the time of the accident, what first aid measures were provided, the hour and minute of applying the tourniquet, the medicines administered and whether important changes occurred in the condition of the victim compared to the moment of the accident;
to communicate to the medical staff if death occurred and the time at which it took place;
to notify the police bodies, this is done by calling the single emergency number 112.
to return to the place of the accident, in case he or she accompanied the victim to the hospital and is a party involved in the accident;
to indicate to the investigation bodies as precisely as possible the place of the victim and of the vehicle if they were moved in the meantime;
not to wipe the existing traces that may constitute judicial evidence;
to present to the investigation bodies the witnesses present at the time of the accident.
COMPONENTS OF THE FIRST AID KIT
The first aid kit must contain the following products:
A) Instruments:
Scissors with both blunt tips, with the cutting blade for textile material of thick cloth type of minimum 2 mm (dimensions: 14 - 20 cm) - one piece;
Intermediate device for mouth-to-mouth breathing with one-way valve or filter - one piece.
B) Sanitary materials:
Adhesive tape (dimensions: minimum 2.5 m x 2.5 cm) - one roll;
Plaster (quick dressing) (dimensions: minimum 6 cm x 10 cm) - minimum 4 pieces;
Sterile gauze compress (dimensions: minimum 10 cm x 8 cm) - minimum 5 packs with minimum 25 pieces/pack;
Gauze bandage (dimensions: 5 cm x 4 m and 10 cm x 4 m) - minimum two pieces for each size;
Non-deformable triangular bandage (dimensions: two sides of minimum 80 cm) - two pieces;
Isothermal survival foil (dimensions: 2.10 m x 1.60 m) - minimum one piece;
First aid instruction brochure drafted according to the European standards regarding unqualified first aid, authorized by the Emergency and Disaster Medicine Commission of the Ministry of Public Health - one piece;
