Excerpts from Regulation (EU) no. 168/2013


10. bicycle - the vehicle equipped with two wheels, propelled by muscular force, with the help of pedals or cranks. Vehicles with pedals with assisted pedalling equipped with an auxiliary electric motor with a continuous nominal power less than or equal to 250 W, whose assistance is interrupted when the cyclist stops pedalling or is reduced progressively as the speed of the vehicle increases, being completely interrupted before the speed of the vehicle reaches 25 km/h, as well as motorized bicycles, as provided in Regulation (EU) no. 168/2013 of the European Parliament and of the Council of 15 January 2013 on the approval and market surveillance for vehicles with two or three wheels and for quadricycles, are assimilated to the bicycle;

ANNEX I
Classification of vehicles
L1e-A - Motorized bicycle
Additional criteria for subcategory classification
9. bicycles designed for pedalling equipped with a mode of auxiliary propulsion with the main purpose of helping with pedalling and
10. the output power of the auxiliary propulsion system is interrupted when the vehicle reaches a speed ≤ 25 km/h and
11. maximum continuous nominal or net power (1) ≤ 1 000 W and
12. a motorized bicycle with three or four wheels that meets the additional specific criteria for subcategory classification 9-11 is considered technically equivalent to a two‑wheeled L1e-A vehicle
10^1. electric scooter - the vehicle with two or three wheels and handlebar, used for transporting a single person, which is not equipped with a seating place or which is equipped with a seating place for the driver, whose reference seating point is at a height less than or equal to 540 mm in the case of those with two wheels, respectively at a height less than or equal to 400 mm in the case of those with three wheels, whose maximum speed by construction is greater than 6 km/h, but does not exceed 25 km/h and which is equipped with electric motor; the reference seating point has the meaning provided in Regulation (EU) no. 168/2013 of the European Parliament and of the Council of 15 January 2013;

Definitions
For the purpose of this regulation and the acts listed in Annex II, unless otherwise specified in their content, the following definitions apply:
96. "R-point" or "reference seating point" means a point defined on the vehicle manufacturer's drawings for each seating place and established in relation to the three‑dimensional reference system.
21. moped - motor vehicle that is part of the category of mopeds according to Regulation (EU) no. 168/2013 of the European Parliament and of the Council of 15 January 2013. The light quadricycle, as provided in Regulation (EU) no. 168/2013 of the European Parliament and of the Council of 15 January 2013, is assimilated to the moped;

ANNEX I
Classification of vehicles
Category L1e-B - Two‑wheeled moped
Additional criteria for subcategory classification
9. any other vehicle in category L1 that cannot be classified according to criteria 9-12 of an L1e-A vehicle
L1e-A - Motorized bicycle
Additional criteria for subcategory classification
9. bicycles designed for pedalling equipped with a mode of auxiliary propulsion with the main purpose of helping with pedalling and
10. the output power of the auxiliary propulsion system is interrupted when the vehicle reaches a speed ≤ 25 km/h and
11. maximum continuous nominal or net power (1) ≤ 1 000 W and
12. a motorized bicycle with three or four wheels that meets the additional specific criteria for subcategory classification 9-11 is considered technically equivalent to a two‑wheeled L1e-A vehicle
 
Category L2e - Three‑wheeled moped
Common classification criteria
4. three wheels and mode of propulsion specified in Article 4 paragraph (3) and
5. cylinder capacity ≤ 50 cm3 when a PI internal combustion engine or cylinder capacity ≤ 500 cm3 when a CI internal combustion engine is part of the vehicle's propulsion configuration and
6. maximum design speed of the vehicle ≤ 45 km/h and
7. maximum continuous nominal or net power (1) ≤ 4 000 W and
8. mass in running order ≤ 270 kg and
9. equipped with a maximum of two seating places, including that of the driver and

Subcategories for Category L2e - Three‑wheeled moped:
L2e-P - Three‑wheeled moped for passenger transport
Additional criteria for subcategory classification
10. L2e vehicle other than the one that meets the specific classification criteria for an L2e-U vehicle
L2e-U - Three‑wheeled moped for utility purposes
Additional criteria for subcategory classification
10. designed exclusively for the transport of goods, equipped with an open or closed loading platform, practically flat and horizontal, and which meets the following criteria:
(a)  or
(b)  an equivalent loading surface that corresponds to the above definition used for mounting machines and/or equipment and
(c)  designed with a loading surface clearly separated by a rigid partition wall from the area reserved for the vehicle occupants and
(d)  the separated loading surface can carry a minimum volume represented by a 600 mm cube

Category L6e - Light quadricycle
Common classification criteria

4. four wheels and mode of propulsion specified in Article 4 paragraph (3) and
5. maximum design speed of the vehicle ≤ 45 km/h and
6. mass in running order ≤ 425 kg and
7. cylinder capacity ≤ 50 cm3 when a PI engine or cylinder capacity ≤ 500 cm3 when a CI engine is part of the vehicle's propulsion configuration and
8. equipped with a maximum of two seating places, including that of the driver and

Subcategories for Category L6e - Light quadricycle
L6e-A - Light road quad
Additional criteria for subcategory classification
9. L6e vehicle that does not meet the specific classification criteria for an L6e-B vehicle and
10. maximum continuous nominal or net power (1) ≤ 4 000 W
L6e-B - Light quadricycle
9. enclosed compartment for driver and passengers accessible through a maximum of three sides and
10. maximum continuous nominal or net power (1) ≤ 6 000 W and

Subsubcategories for the Subcategory L6e-B - Light quadricycle
L6e-BP - Light quadricycle for passenger transport
11. L6e-B vehicle intended mainly for passenger transport and
12. L6e-B vehicle other than those that meet the specific classification criterion for an L6e-BU vehicle
L6e-BU - Light quadricycle for utility purposes
11. designed exclusively for the transport of goods, equipped with an open or closed loading platform, practically flat and horizontal, and which meets the following criteria:
(a)  or
(b)  an equivalent loading area that corresponds to the above definition used for mounting machines and/or equipment and
(c)  designed with a loading area clearly separated by a rigid partition wall from the area reserved for the vehicle occupants and
(d)  the loading area can carry a minimum volume represented by a 600 mm cube
