The person requesting the examination to obtain the driving licence must meet – on the date of verification of the examination file, respectively on the date of taking the tests – the following conditions:
a) The minimum age for obtaining the driving licence is:
b) to be medically and psychologically fit for driving on public roads the motor vehicles of the categories and subcategories for which he requests the examination;
c) to provide proof of the theoretical and practical training, carried out through courses organized by authorized units for the categories or subcategories for which he requests the examination;
d) to provide proof that he resides or has residence, as regulated by art. 23^1 of OUG no. 195/2002 on the circulation on public roads with its subsequent amendments and completions, within the area of competence of the Public Community Service for Driving Licences and Vehicle Registration Bucharest.
e) to not be in one of the situations provided in art. 24 paragraph (6) of OUG 195/2002 on the circulation on public roads, republished, with its subsequent amendments and completions, or to provide proof that one of the exceptions provided in art. 116 paragraph 1 of OUG no. 195/2002 has occurred.
The candidate declared FAILED at the theoretical test may present himself for registration for taking a new test after a period of at least 15 days but no later than 1 year from the completion of the driving school courses, at the registration desk, with the identity document and the examination file.
The candidate declared PASSED at the theoretical test and FAILED at the practical test may be scheduled for taking a new test after a period of at least 15 days but no later than 1 year from the completion of the driving school courses, with the presentation of the examination file and the proof that certifies the completion of at least 6 additional hours of practical training in an authorized driving school.
